ObserveAct: Valuing Evidence for Budgeted Video Production

Abstract

Video production agents make costly decisions from incomplete evidence about the artifacts they create. A critique of a missing event may justify regeneration, a closer inspection, or retaining a correct clip, and the distinction matters when revision can damage existing content. We introduce ObserveAct, a framework that values evidence through the production decisions it enables. A versioned workspace separates artifacts, requirements, and observations, while outcome models compare concrete revisions by their expected benefit, preservation risk, and cost. An action-contrast router selects observations using the alternatives that remain feasible after inspection. We derive an information-value decomposition that exposes the opportunity cost of spending a repair budget on evidence, and align observation supervision with the downstream selector used at deployment. The framework accommodates bounded query bundles and revalidates affected evidence after asset changes. Exact decision diagnostics and a matched-tool evaluation protocol connect observation quality to action utility, harmful revision, and resource use.
