ROUTE-B2B: Evidence Routing for Buyer Qualification under Incomplete Information

Abstract

Global business-to-business (B2B) buyer discovery must establish qualification from unevenly observable public information while preserving missing facts as unresolved. ROUTE-B2B connects evidence acquisition, document interpretation, and buyer qualification. Partially Identified Evidence Routing (PIER) maintains qualification bounds and acquires evidence under a fixed budget, returning contact, exclude, or verify according to explicit proof obligations. The Constraint-Compatibility Interface Router (CCIR) uses programmatic evidence contracts to select free-span extraction, source-anchor selection, or agreement-based abstention. Controlled evaluations span four domains and five languages, with paired rich/sparse views preserving candidate facts. Across three frozen open-weight backbones, an exploratory routing replay finds 9.84–20.86% lower source cost for PIER than coverage acquisition, with equal or higher observed correct-resolution rates. CCIR raises exact-card F1 by 30.89 percentage points over free extraction and reduces contract-inexact admission from 21.40% to 2.53%; compatibility relative to fixed anchors varies by backbone. In a compact hosted-system comparison, PIER matches the highest common-readout resolution rate among compared methods at lower source cost than its tied comparators, using a deterministic controller beyond shared extraction. Together, these controlled results support decision-directed evidence economy and expose the distinct roles of contract fidelity, decision coverage, and acquisition cost. Commercial intent remains a separate target for prospective validation.
